Dear Sir/Madam,
I am making inquires as to what I believe was possible corrupt conduct at Sydney City Council, in the tendering of their Car park Operations.
This conduct was over the period 1997-1998.
The first incident was when we were told my the then of ,..................................., that we could win the tender to operate the CarPark if we agreed to certain conditions, but once we won the tender we would not have to abide by these conditions. The purpose was to get a Local Workplace agreement in place and keep the Mayor happy.
We refused to agree to this, but these conditions which we did not agree to were submitted as a tender document on our behalf.
A complaint was made to the Minister for Local Government, who at that time was the Hon Ernie Page”, who replied some time later “June”, that because it was withdrawn (when they knew complaint had been made) every thing was alright. It was the incitement to act corruptly than caused my fears and the consequences if we did not agree. The fact that a Minister of the crown did not act on this incitement to defraud, has caused be some distress over the past few years.
My fears we substantiated, in that this car park was tendered out to a private company and we were transferred to another car park.
Over the next 9 months, it was as if this car park had ghosts, large amounts of money went missing from locked safes, permanent clients were permitted to pay with cheque today then have the cheque cancelled, and the cheque would be just left in a drawer at the Town Hall house. We were then instructed to stop these clients leaving the car park who were required to pay their fees there was a total deliberate breakdown of the safe Audit Trail. It was as if this car park was being set up as being inefficient.
Then one Friday afternoon we were told that the car park had been taken over by a private company. There were no open tenders, no transparency, on accountability, this car park was a multimillion dollar operation, and after the behaviours from senior management, in the previous tendering process, it was certainly not above board.I don’t know if anything can be done about this, but it has played on my mind for some time, particularly when the Minister for Local Government appeared to dismiss our concerns. Both these car parks were extremely profitable and when other council areas had budget problems , the car parks were used to pay the employees , Example , 4 carpenters paid from the car park budget while they done work in other departments. Excess middle management, paid from car park budget.It was used as a milch cow for budget deficiencies in other departments.
